Amends Oklahoma Vehicle License and Registration Act definitions in 47 O.S. Section 1102 to add "Vehicle remanufacturer" as a commercial entity that assembles remanufactured vehicles and renumber subsequent definitions accordingly.

Authorizes utility vehicles as defined by Section 1102 to operate on streets and highways of the state.

Adds "utility off-highway vehicles" to the definition of vehicles that may operate on streets and highways in municipalities with adopted ordinances or in unincorporated county areas with county board approval and speed limits of 25 mph or less.

Maintains prohibition on minibikes operating on public streets and highways except in parades or when registered for food vendor services on streets with 30 mph or less speed limits, with required warning notices.

Becomes effective November 1, 2015.
