Amends Oklahoma's gross weight limits for vehicles by adopting the Federal Bridge formula from 23 U.S.C. Section 127, with maximum single axle weight capped at 20,000 pounds and total gross weight determined by a detailed table based on distance between axles.

Authorizes annual special overload permits for $350.00 allowing vehicles transporting agricultural products, timber, oil field equipment, and minerals to exceed legal weight limits by up to 5% gross weight and 8% axle weight, provided they do not operate on interstate highways.

Establishes a $100.00 annual permit fee for utility vehicles, refuse collection vehicles, and other exempt vehicle types operating under weight exceptions to fund Highway Construction and Maintenance Fund.

Allows an additional 400 pounds total gross weight for vehicles equipped with auxiliary power or idle reduction technology units that reduce engine idling emissions, requiring written proof or certification of the unit's weight.

Effective date of November 1, 2015.
