SB 683 Summary

• Creates a new Class D nonbiometric driver license and identification card option for Oklahoma residents whose religious beliefs prohibit biometric identification.

• Requires Department of Public Safety certification that biometric licensing would violate the applicant's religious tenets before issuing a nonbiometric license.

• Applicants for religious exemption need only provide a signature as biometric identification; all other biometric samples are prohibited.

• Department must permanently delete within 72 hours any facial images collected and cannot disclose images without a court warrant; prohibits creating hard copies from collected images.

• Repeals 47 O.S. 2011, Section 6-110.3 and declares the act effective immediately as an emergency measure.
