Amends Oklahoma's Environmental Trust Revolving Fund (27A O.S. Section 2-3-403) to expand funding sources and permitted uses for the Department of Environmental Quality

Removes the previous funding source tied to Section 354 of Title 17 and replaces it with broader authority to receive gifts, grants, reimbursements, and third-party payments for remediation or oversight costs

Expands allowable expenditures beyond federal matching funds to include construction, reconstruction, infrastructure, equipping, operation, and maintenance of Department-owned properties or properties with legal access for remediation purposes

Authorizes the Department to transfer monies between funds to meet cash flow needs, provided funds are returned to appropriate accounts for designated programs

Effective date of July 1, 2015, with an emergency clause allowing immediate effect upon passage for public peace, health, and safety
