Amends Oklahoma law governing special liens on titled personal property to permit same-day, separate mailing of Notice of Possessory Lien and Notice of Sale when a lien application is denied.

Limits storage charges to accrue only from the date of application resubmission (rather than from original service date) when a lien claimant resubmits after initial denial.

Specifies that lien claimants may charge $20.00 processing fees plus postage costs in addition to fees regulated by the Oklahoma Corporation Commission for licensed wreckers under Section 91A.

Allows applicants one resubmission of title applications within 15 business days of receiving a denial notice, with compliance requirements clearly defined.

Applies to all actions and proceedings commencing on or after the effective date, with emergency clause for immediate implementation.
