SB 804 Summary

• Changes vision plan year start date from January 1, 2005 to January 1, 2017 for Oklahoma state employees, with the Office of Management and Enterprise Services responsible for offering available plans during open enrollment.

• Requires vision plan providers to submit requested information by July 1 each year and meet five eligibility criteria: operate a statewide network of at least 150 providers, have operated in Oklahoma for 5+ years, be properly licensed/certified by the Insurance Department, present product information on no more than 2 pages, and provide examinations, frames, lenses, and/or contact lenses with indemnified payment to contracted providers.

• Mandates administrative fees imposed by the Office of Management and Enterprise Services be applied equally to all qualified vision plans with no additional requirements beyond proper state licensing.

• Limits vision plan offerings to no more than 2 Oklahoma-based companies and no more than 2 out-of-state companies meeting the specified criteria for state employee benefit enrollment.

• Defines "Oklahoma-based vision care benefits company" as either having home office, customer service and administration in Oklahoma and subject to Oklahoma income taxes, or having majority ownership by Oklahoma residents and subject to Oklahoma income taxes.
