Establishes civil penalties of $100 to $5,000 for violations of claim file examination requirements and response deadlines.

Requires service warranty associations to respond to claimant communications within 30 days and maintain detailed claim files subject to Insurance Commissioner examination for three years.

Authorizes Insurance Commissioner to issue ex parte cease and desist orders against unauthorized service warranty providers, with hearing procedures allowing affected parties to contest orders within 30 days.
