Authorizes the Office of the State Medical Examiner and Board of Medicolegal Investigations to relocate to a location immediately adjacent or in close proximity to the University of Central Oklahoma Forensic Science Institute.

Authorizes the Office of the State Medical Examiner to take necessary steps for relocation, including entering into lease-purchase agreements.

Authorizes the University of Central Oklahoma to construct building(s) and enter into lease-purchase agreements determined by the Board to facilitate the relocation.

Declares an emergency effective upon passage and approval, with the bill passing the Senate on March 9, 2016, and the House on April 12, 2016.
