Establishes procedures for appointing 5 delegates and 5 alternate delegates to represent Oklahoma at an Article V constitutional convention, with 2 appointed by the Senate, 2 by the House, and 1 by joint vote of both chambers

Requires delegates to be Oklahoma residents, registered voters, at least 18 years old, not registered lobbyists, and not holding federal office; at least one delegate from each chamber must be a current legislator

Delegates who vote outside the scope of legislative instructions commit a felony punishable by minimum 1 year imprisonment, and any such unauthorized votes are automatically void

Creates an Article V convention delegate advisory group composed of the Chief Justice of the Oklahoma Supreme Court, Chief Judge of the Court of Civil Appeals, and the presiding judge of the Oklahoma County judicial district to advise delegates on compliance

Legislature retains authority to recall and replace delegates at any time, and Oklahoma's convention application becomes void if all delegates exceed their authorized scope
