Beginning July 1, 2017, if the Legislature appropriates less funding for schools than the prior fiscal year, it must approve measures to reduce or delay requirements placed on public schools proportional to the funding reduction

Schools and school districts cannot have their accreditation withdrawn or denied for failing to comply with requirements that the Legislature has identified for reduction or delay

No penalties may be assessed against schools or districts for non-compliance with the identified requirements during funding reductions

The State Board of Education is directed to promulgate rules necessary to implement these provisions

The act is declared an emergency measure with an effective date of July 1, 2016
