Consolidates the Office of the State Bond Advisor into the Office of the State Treasurer, transferring all funds, personnel, records, and functions to the Treasurer's office

Requires the Council of Bond Oversight and State Treasurer to jointly appoint the State Bond Advisor through a national search, with approval by at least three Council members and Senate confirmation

State Bond Advisor becomes an employee of the State Treasurer's office rather than heading a separate state agency, but retains authority to advise on bond issuances, negotiate fees, and represent state interests before rating agencies

Transfers the Bond Oversight Revolving Fund from the State Bond Advisor's office to the State Treasurer's office for expenses related to the Oklahoma Bond Oversight and Reform Act

Repeals Section 695.7a establishing the State Bond Advisor as a separate agency; passed Senate on March 10, 2016
