Requires guardians to be U.S. citizens, legal residents, or persons legally present in the United States, with an exception allowing courts to appoint persons without these qualifications if no qualified individuals are available and it serves the ward's best interest

Maintains the requirement that guardians must have been Oklahoma residents in good faith for at least one year, with an exception for family members (spouse, children, grandchildren, parents, grandparents, siblings, aunts, uncles, nieces, or nephews)

Prohibits foreign trust companies or institutions from serving as guardians, while domestic corporations must maintain their principal place of business in the county where the ward resides and where proceedings are conducted

Updates statutory language to be gender neutral throughout the guardianship qualification provisions
