Department of Human Services must contract with a private company, nonprofit, or academic institution to evaluate the Oklahoma Marriage Initiative (OMI), funded by TANF block grant funds

Evaluation must assess OMI's effectiveness in reducing divorce rates, examine redirecting OMI funding to other counseling services, and propose alternative programs to promote two-parent families under federal welfare reform goals

Evaluation must be completed by December 31, 2016 and submitted to the Senate President Pro Tempore, House Speaker, and Governor

Department prohibited from authorizing or reauthorizing any OMI service contracts after December 31, 2017 without legislative approval

Effective date of November 1, 2016
