Adds the Oklahoma Military Department to the list of agencies exempt from submitting motor vehicle requisitions to the Office of Management and Enterprise Services for approval before purchasing vehicles

Existing exemptions remain for the Department of Public Safety, Oklahoma State Bureau of Narcotics and Dangerous Drugs Control, and CompSource Oklahoma (under certain pilot programs)

Requires the Oklahoma Military Department to annually report savings from its vehicle purchasing authority to the President Pro Tempore of the Senate, Speaker of the House, and Secretary of Finance

Vehicle purchasing authority for the Oklahoma Military Department automatically terminates on January 1, 2022 if the annual savings report is not filed or fails to document savings

Effective date of July 1, 2016, with emergency clause for immediate effect upon passage and approval
