Creates the Oklahoma Health Care Cost Reduction and Transparency Act of 2016, requiring hospitals and ambulatory surgical facilities that bill Medicaid to report pricing information to the State Department of Health for publication on its website

Hospitals must report pricing for the 100 most frequent inpatient admissions by diagnostic-related group starting June 30, 2017, including self-pay charges, Medicaid reimbursement rates, and Medicare reimbursement rates

Hospitals and ambulatory surgical facilities must report costs for the 100 most common surgical procedures and 50 most common imaging procedures starting September 30, 2017

Facilities must provide pricing information to patients in writing within 3 business days upon request; the Department must link to state and federal hospital quality websites

Hospitals and ambulatory surgical centers not accepting Medicaid or Medicare are exempt; the State Commissioner of Health may suspend or revoke licenses for violations; effective November 1, 2016
