Amends the definition of "administrative services" in Oklahoma school funding law to explicitly include vice principals alongside principals, directors, coordinators, and supervisors

School districts exceeding administrative spending caps (5% for districts over 1,500 ADA, 7% for 500-1,500 ADA, 8% for under 500 ADA) will have excess amounts withheld from Foundation and Salary Incentive Aid

Administrative services costs include board of education staff, superintendents, assistant superintendents, negotiations staff, consultants, and employees with administrative functions

Effective date of July 1, 2016, with an emergency clause allowing immediate implementation upon passage
