Amends 27 O.S. 2011, Section 13 to add a new restriction on the use of eminent domain power in Oklahoma

Prohibits the use of eminent domain for construction of dams, pipelines, lakes, or diversions intended to move water out of state or from basin to basin within the state

Maintains existing eminent domain protections including requirements for property appraisal before negotiations, written just compensation statements, and at least 90 days' written notice before requiring occupants to move

Effective date of November 1, 2016
