Schools cannot lose accreditation or face penalties for failing to meet media program standards until state funding reaches $3,291.60 per weighted average daily membership; if funding later drops by 1% or more, the exemption resumes

State Board of Education cannot assess financial penalties against school districts with accreditation deficiencies until the same funding threshold is met

School districts are exempt from requirements to form or participate in advisory councils, including for school improvement plans, until state funding reaches the $3,291.60 threshold

Districts that demonstrate their textbooks are current may redirect textbook allocation funds (calculated at $55 per student based on average daily attendance) to any district support and maintenance purpose

Effective July 1, 2016, with emergency clause for immediate implementation upon passage
