Oklahoma Department of Transportation may classify seasonal employees working less than 1,600 hours in any twelve-month period as unclassified service, exempting them from Merit System requirements

Seasonal employees are not entitled to paid leave, paid holidays, retirement, health, dental, or life insurance benefits

ODOT must include in its annual budget request a summary of seasonal employee usage, including number of workers and total wages paid

Effective date is July 1, 2016, with an emergency clause for immediate effect upon passage
