State Board of Education must develop new high school graduation requirements in consultation with Oklahoma State Regents for Higher Education, Commission for Educational Quality and Accountability, State Board of Career and Technology Education, and Oklahoma Department of Commerce, with recommendations due by March 1, 2017 and final adoption by May 1, 2017

High school exit exams must be designated from assessments used by higher education institutions to determine college readiness or remediation needs, replacing the current end-of-instruction criterion-referenced tests in Algebra I, English II, and two additional subjects

State Board of Education retains sole authority over subject matter standards and student assessments, and is prohibited from entering agreements with federal agencies or private entities that cede state control over standards or assessments

School districts exclusively determine instruction, curriculum, reading lists, and textbooks to meet state standards, with the option to adopt supplementary assessments beyond statewide requirements

Students with disabilities under IDEA and English language learners receive accommodations or alternate assessments as specified in individualized education programs, with alternative pathways to graduation for students who cannot meet standard requirements
