Amends 22 O.S. Section 991b to require that when a court reduces restitution owed by a defendant due to manifest hardship, the same percentage reduction must be applied equally to all other court-ordered monetary obligations including fines, court costs, and costs of incarceration

Maintains existing provisions allowing defendants to petition the court at any time to modify restitution terms if they experience a change in circumstances materially affecting their ability to pay

Courts may cancel all or part of remaining restitution, or modify payment terms, if evidence shows the restitution order creates manifest hardship on the defendant or their immediate family
