Authorizes the Environmental Quality Board to promulgate rules establishing alternative or supplemental public notification methods beyond the current requirement of publishing in a local newspaper

Applies to public notice requirements for Tier II and Tier III environmental permit applications filed with the Department of Environmental Quality

Covers three stages of the permitting process: initial application filing, draft permit or denial issuance, and proposed permit notification for Tier III applications

Amends 27A O.S. 2011, Sections 2-14-301, 2-14-302, and 2-14-304 relating to public notice procedures
