Amends the Oklahoma Rental-Purchase Act to add new definitions including "displayed or offered primarily for rental-purchase" (locations deriving 50% or more revenue from rental-purchase agreements), "initial fee," and "initial period"

Removes specific dollar caps on late charges, reinstatement fees, delivery charges, pickup charges, insufficient funds fees, and initial fees that were previously enumerated in the law

Prohibits fees exceeding the range usually or customarily charged by providers of similar services or products, replacing the prior fixed fee limits

Requires separate disclosures for property not primarily displayed for rental-purchase, including cash price, periodic rental payment amount, and total payments needed for ownership

Mandates a signed "Acknowledgment of Rental-Purchase Transaction" for non-primarily-displayed property, confirming the lessee understands it is not a credit transaction, ownership is not automatic, and return/reinstatement rights exist
