Amends the Public Competitive Bidding Act of 1974 to allow the Department of Corrections to bypass competitive bidding requirements for emergency contracts up to $250,000 when emergencies affect conditions of confinement or health and safety of correctional officers and inmates

Department of Transportation and Oklahoma Turnpike Authority retain existing emergency contracting authority up to $750,000, while most public agencies remain limited to $75,000 for delegated emergency authority

Emergency declarations require two-thirds majority vote of a governing body, or majority vote for Transportation and Tourism/Recreation Commissions, or declaration by chief administrative officer for agencies without governing bodies

Chief administrative officers must report emergency declarations within 10 days to the State Construction Administrator, who compiles annual reports for the Governor and legislative leadership

Declared an emergency measure, taking effect immediately upon passage and approval
