Creates a 7-member Task Force on the Electrical Grid and Electromagnetic Pulse (EMP) Attacks, with 2 Senate members, 2 House members, and 3 electric utility industry representatives

Members must be appointed by July 1, 2016, with the first meeting called by the Governor; task force activities terminate no later than July 1, 2017

Task force members receive no compensation or travel reimbursement

Duties include studying Oklahoma's electrical grid vulnerability to EMP attacks, discussing preventive protection measures, and determining public and private resources available to assist utilities and citizens after an attack

Task force may make legislative recommendations and must report findings to the Governor, President Pro Tempore of the Senate, and Speaker of the House
