Amends law enforcement academy admission requirements by removing CLEET's role in administering the reading and writing comprehension examination, while maintaining CLEET's approval authority over the test

Applicants to CLEET basic academy or reserve academy must score minimum 70% on the reading/writing exam within 90 days of hire and prior to admission

Physical agility test requirement of 70% minimum score remains in effect for basic academy admission (established November 1, 2009)

Peace officers must sign promissory note for training expenses, repayable by remaining in Oklahoma law enforcement for 4 years; debt reduces by $3.00 per day over 1,460 days
