Amends 74 O.S. 2011, Section 840-5.7 to give the Grand River Dam Authority board of directors broad authority to employ unclassified personnel as deemed necessary

Eliminates the previous statutory list specifying which positions were unclassified (general manager, assistant general managers, chief engineer, general counsel, attorneys, secretary, treasurer, and rate analysts)

Maintains unclassified status for employees hired before May 1, 1989 who hold engineering job titles but are not registered engineers, provided they are reassigned non-engineering job titles

Positions held by grandfathered unclassified engineering employees will revert to classified service once vacated

Declared an emergency measure, taking effect immediately upon passage and approval
