School counselors must spend at least 80% of their work time providing direct services to students, which explicitly excludes coordination of standardized testing

Direct services include delivering guidance curriculum through large group guidance, interdisciplinary curriculum development, group activities, and parent workshops

Direct services also encompass individual student planning, responsive services (consultation, individual/small group counseling, crisis counseling, referrals, peer facilitation)

Remaining 20% of work time must be spent on program support activities including professional development, consultation, collaboration, training, and program management—but not standardized testing coordination

State Board of Education shall promulgate rules to implement these requirements, with an effective date of November 1, 2016
