Amends 57 O.S. 2011, Section 537 governing the Department of Corrections Canteen System, which includes correctional facility canteen operations, inmate telephone systems, and inmate electronic mail systems

Expands the purchasing exemption from The Oklahoma Central Purchasing Act to also include Section 3007 of Title 74 of the Oklahoma Statutes for merchandise, services, and equipment purchased for the canteen system

Canteen System must be self-supporting from sales receipts, with profits transferred to the Department of Corrections Inmate and Employee Welfare and Canteen System Support Revolving Fund

All revenues from canteen operations, inmate telephone services, and electronic mail systems must be used exclusively for the benefit of inmates and Department of Corrections personnel
