Amends Oklahoma law to add Oklahoma Highway Patrol officers killed in the line of duty to the list of honorees whose memorial highway and bridge signs are paid for by the state rather than the sponsoring group

Previously, only signs honoring U.S. Armed Forces members killed in contingency operations were exempt from the sponsor-pays requirement

Requires the Department of Transportation to establish rules for assessing and collecting sign costs, including initial erection and potential replacement or reconstruction

Sign costs must be based on the average cost of signs erected during the preceding fiscal year

Effective date of July 1, 2016, with an emergency clause allowing immediate effect upon passage and approval
