Eliminates the $0.50 fee paid by the State Election Board to motor license agents for each valid voter registration application or change of voter registration processed at their offices

Maintains existing requirements for motor license agencies to offer voter registration when individuals apply for or renew driver's licenses, state ID cards, or change their address

Requires declination statements to be retained for 24 months and completed voter registration applications to be transmitted weekly to the State Election Board

Effective date of July 1, 2016, with an emergency clause allowing immediate implementation upon passage and approval
