Citizens 21 years of age or older who are not convicted felons may transport a pistol (open, loaded or unloaded) in a motor vehicle for self-defense without a handgun license, provided they are not involved in a crime

Citizens without a handgun license may leave a concealed, loaded pistol in a locked, parked vehicle when away from their residence or business, provided they have legal control of the pistol

Changes the mandatory $70 traffic citation for transporting a loaded pistol without a license to a discretionary citation ("shall" changed to "may")

Prohibits law enforcement from disarming or physically restraining citizens with unconcealed weapons in vehicles absent reasonable and articulable suspicion of other criminal activity
