Creates the Health Information Technology Advisory Board to advise the Chief Information Officer on health information technology, including electronic health records, data security, privacy protection, and health information exchange solutions

Board consists of 9 members serving 3-year terms: 3 appointed by the Governor (including Health and Human Services Secretary), 3 by the Senate President Pro Tempore, and 3 by the House Speaker, representing hospitals, physicians, tribal health facilities, payors, and a private citizen

Board must meet at least 4 times per year, with an organizational meeting required before December 1, 2016; members serve without compensation

Members may be removed for attending fewer than 75% of meetings; registered lobbyists and employees of technology vendors eligible to bid on proposals are prohibited from serving

Members cannot accept gifts exceeding $10 per year from health information technology vendors responding to requests for proposal; effective date November 1, 2016
