Establishes the Oklahoma Teacher Loan Forgiveness Program administered by the State Department of Education to provide loan repayment assistance to qualifying teachers who teach in Oklahoma public schools for 6 consecutive years

Awards up to $2,500 per year for each consecutive year taught, with a maximum total benefit of $15,000 or the total principal and interest owed, whichever is less

Eligibility requires graduation from an Oklahoma State System of Higher Education institution with a bachelor's degree in education and application within 4 years of graduation

Creates the Oklahoma Teacher Loan Repayment Revolving Fund in the State Treasury, funded by donations, grants, and gifts from public or private sources

Requires annual reporting to the Governor, Speaker of the House, and President Pro Tempore of the Senate beginning December 1, 2017
