Amends Oklahoma Universal Service Fund (OUSF) rules to require not-for-profit hospitals, county health departments, city-county health departments, not-for-profit mental health and substance abuse facilities, and federally qualified health centers to submit telemedicine bids and telecommunications equipment lists to the OUSF Administrator before receiving Special Universal Services funding

OUSF Administrator must provide a funding determination letter within 60 calendar days of receiving a bid submission, informing recipients of the amount of funding they are entitled to receive

Removes previous prohibition on OUSF reimbursement for Internet subscriber fees and charges for services accessed via the Internet for health service providers

Allows taxes and fees for telecommunications lines or wireless connections supported by OUSF to be included in reimbursement amounts

Effective date: November 1, 2016
