Amends 18 O.S. 2011, Section 437.7 governing rural electric cooperative membership and voting procedures

Authorizes cooperatives to count mail-in ballots toward the 5% quorum requirement for member meetings, if permitted by the cooperative's bylaws

Maintains existing provisions allowing voting in person, by proxy, or by mail when bylaws permit, with proxy voting limited to no more than 3 members per person

Declared an emergency measure, taking effect immediately upon passage and approval

Passed the Senate on March 7, 2016 and the House on April 12, 2016
