Proposes a constitutional amendment requiring the Oklahoma Legislature to meet in regular sessions only in odd-numbered years instead of annually, with sessions running from the first Monday in February through the last Friday in May

Mandates the Board on Legislative Compensation reduce legislators' salaries to no more than one-half of the previous amount at its first meeting after November 2016

Requires the Secretary of State to refer the proposed amendments to Sections 21 and 26 of Article V of the Oklahoma Constitution to voters for approval or rejection

Intended to reduce state government costs through lower legislative operations expenses, utilities, and State Capitol maintenance and renovation costs during longer legislative interim periods
