OK SJR35

Proposes a constitutional amendment to cap Oklahoma legislators' salaries at the average compensation paid to legislators in states immediately surrounding Oklahoma (Texas, Kansas, Colorado, New Mexico, Arkansas, Missouri)

Requires the Board on Legislative Compensation to obtain salary data from surrounding states for the most recent calendar year available and calculate the average by adding all amounts and dividing by the number of states

Maintains the existing 9-member Board on Legislative Compensation structure with 5 members appointed by the Governor, 2 by the Senate President Pro Tempore, and 2 by the House Speaker

Board must review and may adjust legislative compensation every two years, with changes taking effect 15 days after the succeeding general election

Requires voter approval through a statewide referendum before the constitutional amendment would take effect
