Oklahoma applies to Congress under Article V of the U.S. Constitution for a convention of states to propose constitutional amendments

Convention scope limited to three subjects: imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and establishing term limits for federal officials and members of Congress

Application may be aggregated with other states' applications on any single subject (balanced budget, limiting federal power, or term limits) when determining if two-thirds threshold is met

Secretary of the Senate directed to transmit copies to U.S. Senate and House leadership, Oklahoma's congressional delegation, and presiding officers of all state legislatures

Application remains active until at least two-thirds of state legislatures submit applications on the same subject
