Calls on U.S. Congress to convene a single-issue Article V convention limited solely to considering a Balanced Federal Budget Amendment, with delegates having authority only to vote yes or no on sending the pre-written amendment to states for ratification

Proposed amendment would prohibit federal expenditures from exceeding revenues, require repayment of existing national debt within 20 years, and mandate repayment of any future emergency or war-related debt within 10 years (or 5 years for non-emergency deficit spending approved by two-thirds of Congress)

Establishes a detailed interstate "Addendum Agreement" governing convention procedures, including a maximum 360-day duration, one vote per state delegation, closed deliberations, and specific rules for electing convention officers

Delegates would be prohibited from discussing, voting on, or modifying any subject other than the exact balanced budget amendment text provided in the resolution, with violating delegations subject to removal after two infractions

Oklahoma declares it will automatically reject for ratification any amendment emerging from the convention that differs in any way from the specified text, including changes to wording, spelling, or punctuation
