Proposes amending the Oklahoma Constitution to shorten the spring legislative session from ending in May to ending in March, limiting it to budget and revenue-related measures only

Creates a new fall legislative session from the first Tuesday in September through the last Friday in October for considering non-budget policy measures

Requires a three-fourths (3/4) vote of members elected to each chamber to consider measures outside the designated session restrictions

Maintains the January organizational session in odd-numbered years for swearing in officials and legislative organization duties

Amendment would take effect January 1, 2017 if approved by voters through a ballot referendum
