Proposes a constitutional amendment limiting elected county officers to a maximum of 12 years of service, including court clerk, county sheriff, county clerk, county assessor, county treasurer, and county commissioner

Years of service need not be consecutive; all time served in covered county offices counts toward the 12-year limit

Partial terms served to fill a vacancy would not count toward the 12-year limit

Officers serving on November 1, 2016 could complete their current term plus serve an additional 12 years afterward

Requires the Secretary of State to refer the proposed amendment to voters for approval or rejection as a legislative referendum
