Oklahoma applies to Congress for two separate Article V conventions: one for a balanced budget amendment requiring federal appropriations not exceed estimated revenues (except during national emergencies), and another for amendments imposing fiscal restraints, limiting federal power/jurisdiction, and establishing term limits for federal officials and Congress members.

The balanced budget application is intended to aggregate with similar applications from 28 other states already on record, including Alabama, Alaska, Texas, Florida, and others, to reach the two-thirds threshold required to call a convention.

The second application aligns with Convention of States applications from Georgia, Florida, Alaska, Alabama, Tennessee, and Indiana passed between 2014-2016.

Both applications remain active until two-thirds of states submit matching applications or until December 31, 2023, whichever occurs first.

The Secretary of State must transmit copies to Congressional leadership, Oklahoma's federal delegation, and presiding officers of all state legislatures.
