Proposes amending Section 9 of Article X of the Oklahoma Constitution to redefine "school district" as "county school district" and "board of education" as "county board of education" effective July 1, 2020

Directs the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection at a special election

Maintains existing ad valorem tax provisions including the 15-mill cap for general purposes, 4-mill county levy for schools, up to 15-mill additional district levy, 5-mill emergency levy requiring voter approval, and 10-mill local support levy requiring approval by ad valorem taxpaying voters

Authorizes the Legislature to pass additional laws needed to implement the transition to county school districts

Orders a special election to be held on the date of the next statewide primary or special election following the effective date of the related enrolled Senate bill
