Proposes amending Section 41 of Article X of the Oklahoma Constitution to redefine "elementary school districts" and "independent school districts" as "county school districts" effective July 1, 2020

Directs the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection through a special election

Maintains the existing Oklahoma Education Lottery Trust Fund structure and its ten authorized educational expenditure categories, including K-12 education, early childhood programs, tuition assistance, facility construction, technology, and the Teachers' Retirement System

Requires the State Board of Equalization to annually review trust fund appropriations in February to ensure lottery funds enhance rather than supplant existing education funding

Special election to be held at the next statewide primary or special election following the effective date of a related Senate bill from the 2nd Session of the 55th Oklahoma Legislature
