Proposes amending Section 3 of Article XXVIII of the Oklahoma Constitution to allow winemakers to ship wine directly to individual consumers who are at least 21 years old

Limits direct-to-consumer sales to no more than two cases per year per consumer, with orders placed via telephone, mail order, or Internet

Requires winemakers to obtain a direct-shipment license from Oklahoma before shipping to individual consumers in the state

Direct sales remain subject to all applicable state and local taxes

Includes severability clause: if any winemaker-related provision is ruled unconstitutional, all direct sales by winemakers to retail package stores, restaurants, or individual consumers would be prohibited
