Proposes a constitutional amendment adding Section 8 to Article I of the Oklahoma Constitution to prohibit the state, cities, counties, and political subdivisions from contracting with or investing in entities doing business with U.S. State Department-designated state sponsors of terrorism

Existing contracts or investments at the time of enactment cannot be renewed and must be cancelled or divested at the earliest prudent opportunity

Sets December 31, 2018 as the absolute deadline for terminating all prohibited contracts and investments

Directs the Secretary of State to refer the proposed amendment to voters for approval or rejection through a ballot referendum
