Amends Sections 1 and 23 of Article VI of the Oklahoma Constitution to change the Commissioner of Insurance from an elected position to a gubernatorial appointment requiring Senate confirmation

Commissioner of Insurance would serve at the pleasure of the Governor rather than a fixed elected term

Maintains requirement that the Commissioner be at least 25 years old and well versed in insurance matters

Limits service as Commissioner to 8 years total (non-consecutive years count toward limit), excluding partial terms served to fill vacancies

Incumbent serving at time of passage may complete their elected term and remain eligible to serve an additional 8 years thereafter
