Proposes amending Section 10 of Article X of the Oklahoma Constitution to allow school districts to use ad valorem levy building fund revenue for paying teachers' salaries, in addition to existing authorized uses (erecting, remodeling, or repairing school buildings and purchasing furniture)

Requires voter approval through a state ballot referendum before the constitutional change takes effect

Maintains existing 5-mill cap on the ad valorem tax increase for school district building funds

School districts may make the building fund levy permanent with majority voter approval, which remains in effect until voters rescind it

Directs the Secretary of State to refer the proposed amendment to voters for approval or rejection
