Directs the Secretary of State not to refer to voters a proposed constitutional amendment (adding Section 38 to Article II) that was set forth in Enrolled House Joint Resolution No. 1012 from the 1st Session of the 55th Oklahoma Legislature

Requires the Secretary of State to immediately file one copy of this resolution with the Secretary of State's office and one copy with the Attorney General

Effectively withdraws or blocks a previously passed ballot measure from appearing before voters for approval or rejection
